投標人應具備的資格或業(yè)績:（1）投標人是響應招標、已在招標機構處領購招標文件并參加投標競爭的法人或其他組織。任何未在招標機構處領購招標文件的法人均不得參加投標。TheBidderislegalpersonorotherorganizationthathaspurchasedtheBiddingDocumentfromtheTenderingAgent,andhasparticipatedinthebid.AnylegalpersonororganizationthathasnotpurchasedtheBiddingDocumentfromtheTenderingAgentisnotallowedtoparticipateinthebid.（2）凡是來自中華人民共和國或是與中華人民共和國有正常貿(mào)易往來的國家或地區(qū)（以下簡稱“合格來源國/地區(qū)”）的法人均可投標。ThisInvitationforBidsisopentoalllegalpersonsorotherorganizationswithinthePeople’sRepublicofChina(hereinafterabb.as“PRC”)orfromallcountries/areaswhichhaveregulartraderelationswithPRC(hereinaftercalled“theeligiblesourcecountries/areas”).（3）與招標人存在利害關系可能影響招標公正性的法人不得參加投標。AnylegalpersonorotherorganizationthathasconflictofinterestwiththeTendereeandmayhaveimpactonfairnessofthebiddingisnotallowedtoparticipateinthebid.（4）接受委托參與項目前期咨詢和招標文件編制的法人不得參加受托項目的投標，也不得為該項目的投標人編制投標文件或者提供咨詢。AnylegalpersonorotherorganizationthathasbeenentrustedtoprovideconsultingserviceatthepreliminarystageoftheprojectortopreparetheBiddingDocumentisnotallowedtoparticipateinthebid,nortopreparebiddocumentsorprovideconsultingservicetotheBidder.（5）單位負責人為同一人或者存在控股、管理關系的不同單位，不得參加同一招標項目包投標。DifferentBiddersthathavethesamepersoninchargeorhavetherelationshipofshare-holdingormanagementshouldnotparticipateinthebidsforthesamepackage.（6）只有在法律上和財務上獨立、合法運作并獨立于招標人和招標機構的供貨人才能參加投標。TheSuppliersmayparticipateinthebidsonlyiftheyarelegallyandfinanciallyautonomous,iftheyoperateunderrelevantlaw,andiftheyarenotadependentagencyoftheTendereeortheTenderingAgent.（7）投標人應當于招標文件載明的投標截止時間前在中國國際招標網(wǎng)（網(wǎng)址：http://www.chinabidding.com）成功注冊。否則，投標人將不能進入招標程序，由此產(chǎn)生的后果由其自行承擔。Biddersshouldsuccessfullycompletetheregistrationonhttp://www.chinabidding.com(hereinafterabb.as“theWebsite”)priortothedeadlineforsubmissionofBidsstipulatedintheBiddingDocument.Otherwise,theBidderscannotenterintobiddingprocedures,andanyconsequencearisenthereaftershallbebornebyBidders.（8）投標人須是生產(chǎn)本產(chǎn)品的生產(chǎn)型企業(yè)（“制造商資格聲明”見招標文件第一冊第四章格式IV-9-2）。Thebiddershallbeamanufacturingenterprisethatproducesthegoods，Biddingbyagentsisnotaccepted.Manufacturer’sQualificationStatementshallbeprovided(theformatisasperSection4FormIV-9-2,ITBVolumeOne).（9）中國境內(nèi)投標人須提供營業(yè)執(zhí)照副本復印件；中國境外投標人的公司須提供注冊證明文件復印件。CopiesofbusinesslicensesshallbesubmittedbybiddersinChinaandcopiesofregistrationcertificatesshallbesubmittedbybiddersabroad.（10）投標人具有良好的銀行資信，企業(yè)財務狀況良好，具備履約能力，無不良經(jīng)營行為。投標人須提供投標人開立基本賬戶的銀行所開具的有效期內(nèi)的銀行資信證明或經(jīng)會計師事務所審計的2021年財務審計報告復印件。投標人為中華人民共和國以內(nèi)企業(yè)的（不含港澳臺地區(qū)，下同），復印件需加蓋公章的；國外的（含港澳臺地區(qū)，下同）只需被授權人簽字。TheBiddershallhavegoodbankcredit,goodfinancialstatus,abilitytoperformcontracts,andnobadbusinesspractices.BiddersshallprovidethecopyofCreditCertificatesissuedbythebankwherehisbasicaccountisopen,orthecopyofAnnualAuditReportof2021withitscompanysealingfordomesticbidders(excludingHongKong,MacaoandTaiwan,thesamebelow),whileonlysigningforbiddersabroad(includingHongKong,MacaoandTaiwan,thesamebelow).（11）投標人所投產(chǎn)品2019年至今在單套年產(chǎn)20萬噸及以上全國范圍內(nèi)ABS樹脂生產(chǎn)行業(yè)投入使用的過氧化氫異丙苯CHP助劑有1個業(yè)績。（對業(yè)績清單的要求及格式見本招標文件第六章附件2）。BiddermusthaveatleastonevalidandeffectiveexperienceonCHPadditivesuppliedto200KT/AormorecapacityonABSresinproductionindustryinChinasince2019.(theFormatofRelevantExperiencesListisaspertheAttachment2ofSectionSix).有效業(yè)績的認定要求同時有：Conditionsforconfirmationofeffectiveperformance:a)合同復印件（同一生產(chǎn)型企業(yè)同一年度內(nèi)，采購合同復印件累計總量≥100噸。投標人在生產(chǎn)廠家裝置上的短暫（6個月以內(nèi)的）試用和用戶出具的反饋報告為不適用的，不視為本助劑的業(yè)績。）Thecopyofthecontract（Thecumulativetotalprocurementofthesameenterpriseis≥100tonswithinthesameyear.Thebidder'sshort-term(within6months)trialonthemanufacturer'sdevice,orthefeedbackreportissuedbytheuserarenotapplicableshallnotberegardedastheperformanceoftheadditive）;b)投標人在同一生產(chǎn)廠家生產(chǎn)裝置上的多次使用合格記錄，僅視為一個有效業(yè)績進行統(tǒng)計；Thebidder'smultiplefeedbackreportsontheproductiondevicesofthesamemanufacturerareonlyregardedasaneffectiveperformance;c)與合同對應的發(fā)票復印件（涉及價格部分可覆蓋）；Copyofinvoicecorrespondingtothecontract(Pricepartcanbecovered);d)須提供加蓋投標人公章的，由生產(chǎn)型企業(yè)出具的加蓋其公章的合格用戶證明或合格反饋報告復印件。（合格用戶證明或合格反饋報告內(nèi)容需包括使用單位、產(chǎn)品型號、購置時間、使用效果評價等相關內(nèi)容。）Acopyoftheusercertificateorfeedbackreportissuedbythemanufacturer.(theusercertificateorfeedbackreportshallincludetheuser,productmodel,purchasetime,performanceevaluationandotherrelevantcontents.)投標人提供的業(yè)績中涉及的產(chǎn)品須與本次招標同型號的過氧化氫異丙苯CHP助劑一致。Theproductsinvolvedintheperformanceprovidedbythebiddermustbeconsistentwiththeproductmodelofthisbidding.（12）投標人須提供加蓋投標人公章的對近期生產(chǎn)的同型號的過氧化氫異丙苯CHP的分析質(zhì)檢單及化學品安全技術說明說復印件，分析質(zhì)檢單出具時間應為2020年至今（含2020年）；投標人還需提供加蓋投標人公章的與本次招標同型號的氧化氫異丙苯CHP助劑的知名第三方質(zhì)檢機構（英斯貝克或SGS）或省級以上檢測機構出具的檢驗報告復印件[要求時間為2021年至今（含2021年）出具的檢驗報告]ThebiddermustprovidecopiesoftheanalysisandqualityinspectionsheetandchemicalsafetytechnicaldescriptionoftherecentlyproducedCHPofthesamemodelasthebiddingproduct.Theanalysisandqualityinspectionsheetshallbeissuedfrom2020tonow(including2020).Thebiddershallalsoprovidecopiesoftheinspectionreportissuedbythewell-knownthird-partyqualityinspectioninstitution(InsbeckorSGS)ortheinspectioninstitutionabovetheprovinciallevelwiththesamemodelofcumenehydroxideCHPadditiveasthisbidding[therequiredtimeistheinspectionreportissuedfrom2021tonow(including2021)]（13）中國境內(nèi)投標人須提供下列文件的蓋章復印件：a)?；飞a(chǎn)經(jīng)營許可證Productionandoperationlicenseofhazardouschemicalsb)連續(xù)生產(chǎn)經(jīng)營書面承諾書Writtencommitmentforcontinuousproductionandoperationc)環(huán)?；蛳嚓P主管部門出具的“項目竣工環(huán)境保護驗收的批復”或在中華人民共和國生態(tài)環(huán)境部官網(wǎng)能夠查詢到的相關批復證明截圖Replytoenvironmentalprotectionacceptanceofprojectcompletion"issuedbyenvironmentalprotectionorrelevantcompetentdepartmentsorScreenshotsofrelevantreplyontheofficialwebsiteoftheMinistryofecologicalenvironmentofthepeople'sRepublicofChinad)安全生產(chǎn)許可證Worksafetylicensee)危險化學品登記證Hazardouschemicalsregistrationcertificatef)第5類危險貨物運輸資質(zhì)的《道路運輸經(jīng)營許可證》（如投標人雇傭第三方物流公司承運，須提供加蓋承運單位及投標人公章的雙方承運合同并提供承運單位具有第5類危險貨物運輸資質(zhì)的《道路運輸經(jīng)營許可證》及《道路危險貨物運輸許可證》）Roadtransportationoperationlicenseforclass5dangerousgoodstransportationqualification(Ifthebidderemploysathird-partycompanyfortransportation,itmustprovidethetransportationcontractbetweenbothpartiesstampedwiththeofficialsealofthecarrierandthebidder,andprovidetheroadtransportationoperationlicenseandroaddangerousgoodstransportationlicenseofthecarrierwithclass5dangerousgoodstransportationqualification)g)排污許可證或危廢物資處理的有效合同或協(xié)議Dischargepermitorvalidcontractfordisposalofhazardouswastematerialsh)過氧化氫異丙苯CHP助劑執(zhí)行標準（企標、行標或國標），還須提供加蓋投標人公章的現(xiàn)執(zhí)行標準在“企業(yè)標準信息公共服務平臺”上的備案信息截圖。TheexecutivestandardofCHPadditive(enterprisestandard,industrialstandardornationalstandard),mustalsoprovidethescreenshotofthefilinginformationofthecurrentexecutivestandardstampedwiththebidder'sofficialsealonthe"enterprisestandardinformationpublicserviceplatform"（14）法定代表人授權書（格式見招標文件第一冊第四章，格式IV-8），公司法定代表人身份證明書及被授權人的身份證明（身份證）；如負責本次投標的代表為該公司的法定代表人，須提供有效的該公司法定代表人身份證明書和該法定代表人的身份證明（身份證）。PowerofAttorney(theformatisasperSection4FormIV-8,ITBVolumeOne)，Certificateofidentityofthecompany’slegalrepresentativeandtheIdentificationCardoftheauthorizedrepresentative;iftheauthorizedrepresentativeforthebidisthecompany’slegalrepresentative,thequalifiedcompany’slegalrepresentativecertificatedandhisIdentificationCardshallbeprovided.
